Project Manager Expectations include:
- Coordinate and oversee civil engineering design and construction phases of Airport projects funded by both FAA, state, and airport funds
- Assign, coordinate, and review the work of engineers, consultants, contractors, and technical support staff
- Oversee preparation of designs and review plans for constructability, adherence to FAA standards, and compliance with federal, state, and local regulations
- Prepare/review specifications, bid documents, contracts, and permit applications
- Prepare preliminary cost opinions for construction projects, engineer’s reports, grant/project budget estimates, FAA/state grant applications and justifications for projects and review reports, plans and specifications prepared by subconsultants
- Make/review complex engineering calculations
- Review qualifications and experience of subconsultants and make recommendations; write requests for proposals for subconsultant services and review for completeness and adequacy
- Lead pre-bid, pre-construction, and progress meetings
- Perform site visits and attend and make presentations at Authority and Commission meetings
- Resolve construction issues
- Document construction progress and track budgets
- Review contractors pay requests
- Coordinate QA testing and review results
- Prepare/review change orders and review pricing
- Prepare/review final report for grant closeout
- Prepare annual CIPs and budget-level cost estimates for wide range of GA and Air Carrier Airport projects
Core Competencies and Qualifications:
- Degree: Minimum B.S. in Civil Engineering from an accredited university
- Licensed professional engineer in the state of North Carolina/South Carolina, or ability to obtain reciprocity within 3 months
- Ten years minimum of engineering experience in the design or construction phases of civil engineering projects, preferably airport projects
- Ability to work within the United States immediately required on a full-time permanent basis
- Demonstrated ability to complete projects on time and within budget
- Knowledge of contract administration and compliance as applied to the construction phase of public works projects, especially airports.
- Ability to communicate effectively both orally and in writing
- Ability to establish and maintain effective working relationships with clients, contractors, subconsultants, utilities, governmental agencies, other departments, and the public
- Ability to mentor staff engineers
- General working knowledge of AutoCAD, storm drainage design software, FAA pavement design software; proficient at Word, Excel, PowerPoint
