Summary
We’re looking for a civil engineer who wants to take on a lead role in growing our water/wastewater practice in the Spokane area. This position blends technical design, project management, client interaction, and some business development.
You’ll guide projects from early planning through construction completion for municipal and industrial water and wastewater systems, including:
- Water supply, treatment, and storage facilities
- Pump stations and distribution networks
- Wastewater collection systems, lift stations, and treatment facilities
- You’ll serve as a primary point of contact for clients, coordinate internal teams and subconsultants, and help shape how we deliver water/wastewater services in this market.
Responsibilities
- Develop and grow a local water/wastewater service line, including helping to define priorities, target clients, and build internal capabilities.
- Lead projects end-to-end, from conceptual planning and studies through design, permitting, funding support, bidding, and construction phase services.
- Prepare and oversee technical documents: engineering reports, drawings, specifications, cost estimates, schedules, and supporting calculations.
- Use civil design and modeling tools (e.g., Civil 3D and hydraulic modeling software or similar) to lay out systems, refine designs, and support analysis.
- Manage scope, schedule, and budget, keeping internal teams and clients informed and aligned as projects progress.
- Attend client meetings, council/board meetings, and stakeholder sessions, presenting project updates and addressing questions from both technical and non-technical audiences.
- Provide construction-phase support, including review of submittals and RFIs, pay applications, and compliance with funding/contract requirements.
- Coordinate or perform site visits and construction observation to verify work is being completed in accordance with the design intent and project documents.
- Evaluate existing water and wastewater infrastructure for capacity, condition, and regulatory compliance; develop practical improvement options and help clients prioritize investments.
- Partner with senior leaders to engage communities, agencies, and elected officials, helping explain project benefits, impacts, and timelines.
Qualifications
- Bachelor’s degree in Civil Engineering, Construction Engineering, or a closely related ABET-accredited discipline
- At least 4 years of civil engineering design and construction experience; direct experience in water and/or wastewater projects is strongly preferred
- Professional Engineer (PE) license preferred, or a clear plan to obtain it after hire
- PMP or similar project management certification is a plus when combined with engineering licensure
- Proficiency with civil design software (such as Civil 3D or comparable tools)
- Experience with hydraulic modeling or related analysis software is desirable
- Familiarity with planning-level studies, feasibility analyses, and preparation of technical reports
- Strong communication skills, both written and verbal, and comfort presenting to clients, boards, and other stakeholders
